INPS (the National Social Welfare Institution) has fixed the amount for the social allowance 2009 at 409,05 €, equal to 5317,65 € annual.
The social allowance is a social assistance service provided by INPS to all persons over 65 years old at least and who do not reach an annual income of 5317,65 €. The allowance concerns the Italian citizens, Community and non-Community citizens holding a CE stay permit for long-term residents.
The amount of the social allowance is relevant under different aspects because is the parameter for:
the entry authorization for the family reunion: the foreigner asking for the authorization for the family reunion, as the new law into force from the 5th of November 2008 indicates, has to prove he/she has an income equal at least to the annual amount of the social allowance augmented by its half per each person which is going to be rejoined.
the release of the CE stay permit for long-term residents, released after 5 years of legal stay and by holding this minimum income (article 9, TU – Immigration Law).
the registration to the register office for Community citizens proving economic assets equal to the annual amount of the social allowance (article 9 paragraph 3 letter b of the Legislative Decree of 6th November 2007, n. 30).
obtaining the minimal economic aspects which have to be guaranteed to the worker who is supposed to be hired by means of the authorisation application and by following the procedures of the Flow Decree. Regardless of the working contract and apart from the working time (part time or full time) there must be minimal wages equal at least to the amount of the social allowance.
