The hypocrisy of flows decree!
Tuesday, March 14th the so-called Italian lottery started. We are talking about flows decree 2006: the only way of authorising foreign workers’ entry in Italy. 500,000 application forms were given in within few minutes when just 170,000 are the quotas. This system, enforced by actual Immigration Act – Bossi-Fini law – is rather perverse and as a consequence migrants had to stand days and nights outside post offices. Long queues started few days ago, in some cities on Saturday, March 11th. Applications were sent via registered mail, envelopes show a print that states day and time (hours, minutes, seconds) and it is time that sets migrants on the lists. This means that the ones that got to counters first win! Outside post offices we met migrants not employers! Another hypocrisy of law: migrants should be back in their home countries according to Immigration Act, but the truth is that no-one would employ workers that he/she has never met before. Foreigners are here, law does not function! The 5% of applications will be accepted, workers that made the lottery will need to go back home, they will face risks and they will spend a huge amount of money in other to pick up an entry visa at their Italian consulate. Only them they will be issued a residence and work permit, only them they will be recognised as citizens.
