Paid contributions refund

Inps, via memorandum 16 February 07 2003, communicated that “since Bossi-Fini law was enacted, all paid contributions refund applications, given in after September 9 2002, are to be rejected even if all requisites answer previous law instructions”.
This comes as a consequence of law changes. The new law doesn’t provide for the chance of having contributions refunded for the ones going back to their country of origin on steady basis, in fact Bossi-fini law states that pension contributions are not to be lost and they can be claimed once a person turns 65 years old. This means that when a person turns 65, he/she will be able to receive a sort of retirement bonus. I personally believe that it will be quite difficult that young people returning home will be then able at 65 to ask for such bonus.
We hope that in the future agreements are be signed on such matters betwenn all Eu and non EU countries in order to join contributions. At the present times non EU workers, who were employed in different EU states, cannot benefit from the right to rejoin all contributions as it happens to non EU citizens.
Making the point, up to Bossi-Fini law enactment contributions refund was possible when leaving Italy. Expiry date is new law enforcement. We do not see why a person cannot apply for previous contributions anymore.
