Citizens Without Borders

Citizens Without Borders is a project financed by the European Commission. It is implemented in five countries through an European partnership, composed by six partners: SOZE – Society of Citizens Assisting Emigrants (Czech Republic), FASTI – Federation des Associations de Solidarité avec les Travailleur/euse–s Immigre/e/s (France), GVC – Gruppo di Volontariato Civile and TRC – Teleradio City (Italy), ACC – Associacion Consorcio de Cooperacion and Andaira (Spain), APEL (Romania).
The core of the project is to raise awareness and to improve knowledge and expertise about EU rules on freedom of movement and residence rights for EU citizens, enhancing the implementation of EU rights in accordance with Directive 2004/38/EC.
According to Commission’s official Reports and Guidelines, the transposition of Directive 2004/38/EC is still in process as in the countries involved in the project a gap still exists between the applicable legal rules and the reality. By comparing the different access to Eu citizens’ rights in countries involved, the project defines strategies for transferring existing good practices and favourables treatments with special attention to the rights of family members, nomadic communities, descendants and spouses of same sex.
Targets of the project are composed by a plurality of subjects: not only members of staff directly working with the European citizens such as public desks officials, legal practitioners, members of associations, trade unions but also policy makers and public authorities. Last but not least, European citizens themselves, as they often lack points of references and clear information about their rights when moving to another European country.
