Anyone knows that during the period you are referring to (August 3 – September 10) is to short to see a permit renewed. The awaiting time (during which a person simply holds a receit) can last for manths. In the meanwhile these people, awaiting for renewal to come, are legally staying in Italy and they hold ALL rights provided for by law for the ones holding valid papers. In other words migrants are not guilty of police headquarters delays and inefficiency.
The student went to university in order to simply enrol himself but the secretary thought of not allowing enrolment just because the interested person only holds the above quoted receit.
The office had anyway to accept the enrolment application form, release a receit (and this is compulsory) and await for renewal to come. University should have written “your application was accepted and suspended up to papers renewal” and ask the student to return a copy of the permit when released.
Nothing of this has happened and this person risks of missing enrolment and a university year, hoping that next year the same won’t happen.
We suggest to sent via registered letter a warning to university pretending that enrolment application forms are accepted and kept suspended up the day permit arrive. The boy shouldn’t lose a year studies and we do not understand why university should consider him irregular when he proved to have respected laws.
