The De Mistura’s commission has finally rendered the conclusions of its surveying public on Temporary Permanence Centers(CPT) and identification centers and attendance centers for immigrants on the Italian ground.
After months of visits inside of all structures on the territory, of questionnaires introduced to the local institutions and of data collection consulting some associations, the verdict has been finally emitted.
In the first place, before of relate to the content of the document, it comes to ask itself if there is someone truly waiting this response. Difficult to imagine the Minister of the Inside in febrile wait of new directives for the orientation of the “management” of the “migratory phenomenon” when, since the first days of its takeover, he has always declared clearly about the indispensability of the Cpt and the automatic criminalization of the big part of immigrants in Italy.
Not probably the big and credited associations for protection of the rights of the immigrants, of which some were members of the same commission, have been deceived indeed, in spite of the affirmations given to public, about that this surveying could carry to real changes.
Absolutely up to exclude that the parts of the movement that since years of fight against the Cpt and for the freedom of every circulation of being human, also risking the own sanity and the own personal freedom, would have for a single moment thought that this commission (beside what would have said at the end), could represent other than a legitimization of already made choices (even declared!) from actual government.
Passing to analyze the contents of conclusions of the commission many other doubts showed up: in the document, example like few others of the art of collage and of compromise, it is written into clear letters that the Cpt do not turn out as an adequate answer to complexity of the migratory phenomenon, that Cpt do not concur an effective management of irregular immigration, that they do not appear suitable for protection of the rights of immigrants and that they involve “uneasiness” for police and the withheld persons.
It is worth the pain to give a moment on the particular terminology used in this last expressed concept: it is spoken about “uneasiness”. Uneasiness of the police enforcements (but does not turn out that many police officers or policemen have made conscientious objection or even less advanced some denunciation against the dirty job that they are called to make in these centers) and uneasiness to immigrants withheld. How to consider simple “uneasiness” the anger, the anguish, the fear that have pushed many persons to revolt, to suicide, to hang fires to avoid expulsion or to avoid one more day in these centers for temporary permanence?
Beside this terminology, it remains the fact that, finally, in this document, it is written on dark ink, although the Cpt is undeniably all that we know since years, the Cpt will stay. Because it is a principle issue, it would then come to say, and because they have irrenounceable other functions aside what is hypocritically declared. And like thinking, by the way, that a commission instituted from the government who had wanted for the first time, on the Italian territory, the administrative detainment, would put in crisis the aberrant essence and the same concept of these centers, or would criticize from the root of the fact that the possibility to cross a frontier, in order of the half of the citizens of the world, less or more, would continue of being tied to the economic yield and working contracts or, even more, would denounce like unacceptable that not wanting to be expelled after to have risked your own life and to have put at play all of your dreams and energies, in order to catch up a place, it comes repressed to the par of a delinquent behavior, tough to say, but true?
The Cpt will stay. Perhaps, if the proposals of the commission would get accepted, they will not attend housekeepers and babysitters (could be asked: why yes, instead, immigrant electricians or mechanics?), not the jailbirds for whom, on the aim to avoid “double detention” it will come immediately put into effect the expulsion (as an expulsion, additional to the years of jail would not equally render the pain double…) not the sick ones, the minors and other categories…
The cpt they will only be kept for the irreducible ones, those for which there is no commotion and those who do not have heartbreaking history or situations able to compromise the power. Be happy. The good immigrants will come freed, but someone must also remain. It will be be a matter of a “overcoming” of these institutions through a progressive “emptying”. Any mortal jump to which subject the Italian language goes well even though do never use, in the official documents related to Cpt, the word CLOSING. Why? Because these places have economic, symbolic and political functions that cannot be revealed openly, because the differences between citizens and excluded bodies are still too much important for a system of values that is not based on any shared positive identity, but just on induced fears and on the marginalization of whom do not belong.
And then – it would still let us ask ourself- the reason for it has been instituted this commission? Trying to give an answer, could be said that the game of the parts (as an example between unlistened ministers defending the poor immigrants and realistic politicians who are forced to follow more rigid lines for the goodness of the country) must have place, that, sometimes, in order to succeed not to change substantially nothing, formally must declare of wanting to change something and that, perhaps, through ambiguous operations therefore, more than someone has found a good way to divide an anti racist movement that, also in the moments of greater disintegration of base politics, somehow had held the way.
In the delight of all this, then, finally seems to be arrived the moment to become able to understand how things work out really. To be warned, once more, than on arguments like war, job or the cpt, the king is naked and the playing-cards are discovered: nobody will give us nothing in topic of rights, peace or other possible worlds.
