What is “Consiglio Territoriale Permanente”? The meeting in Venice

What was is about? We shall focus on this.

Consiglio Territoriale per l’Immigrazione is acollective body which works in provicial territory, as provided for by Immigration consolidated act enforment set of rules. Prefetto is responsible for training and functioning of the Consiglio whose role is to analize immigration problems and to promote interventions helping integration of migrats in the territory they live in. Consiglio works together with regional administration and local authorities in order to promote collaboration between authorities and public policies. Consiglio members are:
– Provinciancial President;
– a Regione rapresentative;
– Main council major, or a delegate, and the major of the council called at the time;
– Peripheral state administration offices;
– Camera di Commercio President;
– Two trade unions rapresentatives;
– Two local important local migrants associations rapresentatives;
– Two rapresentatives coming from local immigration offices and associations.
Members of ASL, bureaus or other associations can be invited when interested in matters treated.

Venice district Consiglio territoriale per l’immigrazione

On Monday, Oct. 25 Venice prefettura called the Consiglio meeting. The issue treated was regularizing proceedings in Venice.
A brief point on Treviso’s meeting was made. Venice district received 8810 regularization application forms accordino to local Post Offices authorities, whereas Centro Servizi di Poste declares 9450 forms.
This is the most believable number because it was made up on registered letters receits.
4559 forms are house helping applications, 4841 are subordinated work ones.

Ufficio Territoriale di Governo received 29 house helpers application forms and 17 subordinated work ones, 9 of which present several mistakes.
12 house helpers application forms and 5 subordinated work ones are awaiting for police headquarters authorization.
Only four subordinated work hearings at Prefettura could be called, since 20 days must pass after the Ufficio di Governo receives the folders.
No conjectures on times can be possibly done, awaiting times anyway are to be extremely long.
The meeting gave us the chance to ask for the explanation of some issues to Prefettura and Region rapresentatives, too bad police headquarters rapresentative wasn’t at the meeting.
We partcularly talked of problems connected to humanitarian visas. Noone holding humanitarian visas could apply for pardon because all of them was at the time regularly working. We are usually talking of people who have been living here for 4/5 years, some of them have started to pay a house loan. This is a widespread problem in our territory where many people holding humanitarian visas live here. Prefettura sent some questions on this matters to the minister.
Another request made by Region rapresentative was on proceedings times and on the opening of local counters. The rapresentative showed to know very little on various and recurring problems.
Prefettura wiil take care of house solutions for disabled employers.
All Consiglio members asked for clear instructions to be given to ASL in order to obtain the release of the health card since contributions are being paid.
Another discussed problem is the expulsion of those who cannot afford to go back to their country of origin and the fact that some clande3stines would return home if only they had the money and the documents to. Prefettura assured to take care of the problem and that a meeting together with police headquarters is to be held.
This meeting was important because it recognized to work done by regularization coordination group, run by Ufficio di Governo. This group got together Venice Council and 50 other groups (associations, volunteers, unions,…) and gave information and help to employers, migrants all over Venice district.
Ten informative meetings were held by Prefettura and Venice Council together with the associations in order to monitor the situation and to study forthcoming problems. This was a positive experience which we all hope will go on studying all issues that are to be faced connected to the final enforcement of Bossi-Fini law.
