Regularisation: Government’s silence

Even though the government declarations on the quickening of regularization proceedings, times are still extremely long. The 1250 temporary workers, whose work was to start past week, haven’t been employed yet.

Last week we talked of the initiatives of some Prefectures where the situation of those losing the job is being cleared off. In fact some Prefectures, not having received Ministry instructions, chose to follow some internal instructions to solve dismissed people situation. These subversive instructions, being in some ways different in each prefecture, help the immediate employment of the dismissed person by a new employer, this makes people being able to keep on going regularization proceedings. In Genova, the new employer can immediately sign a contract which enables to regularization.

This must be sent to Prefecture. New working relations, independent from Prefecture hearing, can regularly start without risking penal procedures. These instructions are not being followed by all prefectures, especially in Veneto. It seems that Rimini Prefectures is about to allow an immediate solution to those losing the job but there are opposite to this instrunctions coming from Ministry of interior affairs. Past Monday, February 25, a meeting was held at local Prefecture (the territorial meeting on immigration) at which unions, associations, Local labour department, police headquarters, Inps, Inail, firms associations. Everyone asked for similar to other Prefectures instructions. In the last few days Padova Prefect went to a ministerial meeting in which the fact of not appreciating immediate solutions was communicated. All Prefectures were told to wait for official instructions to come. A Minister memorandum should soon come, it was said. But we have no news on this solving memorandum.

Padova’s example: 13.000 regularization application forms were given in in Padova. Only 2.500 have so far passed first evaluations. But this doesn’t mean 2.500 residence papers, Prefecture’s hearing are much less and ended proceedings as well. We still hope that the employment of temporary workers and doubling of counters can quicken proceedings. We are aware of the fact that everything won’t be solved by next summer as government pretends to.
