Are regularing migrants allowed to health care cards?

Asl hasn’t understood yet that this worker holds the right to be employed and since he/she holds this right Asl needs to release the health care card. Asl, according to a bureaucratic compromise, makes some evaluations and then releases a substitutive note lasting two months reneable until regularization comes to an end.

Asl are afraid of the fact that releasing a document to not yet fully regularized citizens might bring to an irregular use of the certification. Health care card, when not renewed, is not valid and therefore there’s no risk of not being properly used.

On the other hand we do not see why a regularizing workers holding to right to SSN enrolment cannot have this card.
The person we are talking about simply has the right to health care and therefore he also holds the right to having all certification needed in order to work.
The bureaucratic whim of releasing a temporary note instead of health care card formally “puts things together” .
