Can I change labour and labour contract any time I wish to?

QuestionI am a Rumanian girl and I have been living in Italy for some year on basis of seasonal labour. I now have the chance of starting a new job and the contract would be an open end one. I would start working for an Italian family as house-keeper. This would allow me to avoid coming and going back and forward from Rumania to Italy and vice versa.
I asked for some help and I was told that I cannot change employment in the next two years unless I wait for new quotas to be available. How come that I am not allowed to quit a job and start a better one instead?

Answer – The councillor that helped you is not updated. He/she is probably still using dispositions issued back in 2002 when regularization allowed house-keepers to renew papers only once the extension of labour contract was verified (and this seemed to oblige house-keepers not to change kind of employment).
We have many times underlined how this is not consistent with national and international laws. Former house-keepers had anyway their papers renewed when they went to police headquarters and applied to papers renewal after having changed employment.
If someone is employed via quotas, he/she is employed for a specific labour but then this worker, once in Italy, is fully allowed to change employer and labour as well.
