New seasonal labour quotas: how to apply to them

Last week we talked about the chance of applying to new seasonal labour quotas. This will entitle appliers to residence papers that can last 9 months the most.
When this kind of residence papers expire, interested workers will need to go back to their country of origin unless a new flows decree is published. If a new flows decree allows to open end labour contracts, foreign workers may apply to it and have renewable papers issued.
In such a case, seasonal labourers may have their papers converted before their original permit expires.

Ministry of Welfare’s order
Ministry of Welfare precises that “quotas refer to non-EU workers that can be authorised to come to Italy on basis of subordinated seasonal labour. Quotas refer to application forms sent to Local Labour Departments from February 3th 2005 on”.
Therefore new seasonal labour quotas can be used also by applications that were presented on occasion of former flows decree 2005. Available quotas are more then the number of applications that reached Local Labour Departments past months (this is stated also in Ministry of Welfare memorandum n. 16). 7.000 quotas may be used by new applicants.
The memorandum specifically underlines that new quotas can be applied to by new application forms (that can be presented after the order we are actually studying).
Of course applications must reach labour departments before quotas are over. Before this ALL application forms are to be evaluated.
The Ministry’s order specifies that all application forms are to be considered valid even if the worker’s signature is missing on the contract. Contracts are to be completed afterwards when employees are in Italy.
Interested citizens are still in time to send their application forms to seasonal labour entry authorisation, we suggest to hurry up because quotas are very few.
Quotas, which were shared among regions, were 16,000, 4,000 out of the additional 7,000 are still available. These are to be shared among departments where more applications arrived.
